The key to Sister District's strategy is a 10-Year Blueprint aimed at reshaping political power in the states. With legislative maps largely established, their focus sharpens on Arizona, Georgia, Michigan, North Carolina, Nevada, Pennsylvania, and Wisconsin. As resources allow, they plan to strategically expand to additional states.

This decade-long journey involves "Maximizing Opportunities" in 2025-2026 and culminates in "Transforming the Map" in 2031-2032, leveraging their work to put Democrats in the strongest position possible for redistricting in 2031. Their past successes include securing Democratic Trifectas in Michigan and Minnesota, flipping the Pennsylvania House in 2022, and flipping the Virginia House and making key inroads in the North Carolina House in 2023-2024.

For the 2025-2026 election cycle, their strategy involves prioritizing key states and races where they can leverage nested opportunities further up the ballot, such as competitive U.S. Senate, U.S. House, and Gubernatorial elections. Incumbent protection is also a key component of their electoral strategy, as they invest in fragile incumbents.

Meet Our Candidates | Sister District
Sister District supports state legislative candidates running in general elections every year. Our target states include AZ, GA, MI, NC, PA, WI, and VA.
  • 2026: Target States: AZ, GA, MI, MN, NC, NV, PA, WI: Focus on chambers categorized as:
    • Blue Flips: Chambers Democrats can flip in one cycle, including MN House, WI Senate and Assembly, MI House, and AZ House and Senate.
    • Blue Holds: Chambers where Democrats have a fragile majority that must be defended and expanded, including PA House, MN Senate, MI Senate, and NV Assembly and Senate. The PA House has a one-seat Democratic majority, and the MN Senate has a one-seat Democratic majority. The MI Senate has a two-seat Democratic majority, and Nevada has significant Democratic majorities in both the Senate (5 seats) and Assembly (12 seats).
    • Blue Inroads: Chambers where Democrats must build power for future flips, including PA Senate, GA House, and NC House and Senate. The PA Senate requires 4 seats to flip blue, the GA House requires 11 seats, the NC Senate requires 6 seats, and the NC House requires 12 seats.

Sister District implements its strategy through various programs that fill critical gaps in the progressive infrastructure. These programs empower volunteers, candidates, legislators, and the public:

  • Win Elections: Includes Grassroots Field and Fundraising (harnessing volunteer and donor energy, directing support like fundraising, phone calls, door knocks, postcards, and texts), Campaign Services (personalized assistance, access to staff, resources, strategic counseling), Youth Organizing (fellows support teams, recruit/retain volunteers, train campus fellows), and Data Analytics (research and analysis to target high-impact races and candidates).
  • Support Organizers: Includes State Bridges (volunteers fundraise for year-round power-building organizations in key states, supporting community-based organizing) and an Annual Summit (volunteers debrief, learn, plan).
  • Develop Legislatures: Includes Legislator Services (providing support to state legislators in purple districts through the Purple District Network) and the Future Winners program (supporting exceptional candidates who lost but have potential to stay in the pipeline, providing training, coaching, guidance, and community). The Future Winners program, run in partnership with EMILY’s List and the DLCC for 2025, is particularly committed to building a reflective democracy and supporting candidates who faced structural barriers, such as women and candidates of color.
  • Educate and Empower: Includes a Research Program (conducting academic-quality experiments and analyses on voter and volunteer engagement, publishing results freely) and the Fireside Chat Series (conversations with authors and experts on topics like voting rights, redistricting, and social justice).
